Operators, driver in spotlight after bridge hit by truck

Regulations surrounding the construction of pedestrian bridges and the height limit for container trucks are in the spotlight following the collapse of a footbridge across Bumi Serpong Damai ( BSD ) toll road in South Tangerang.

PT Nusantara Infrastructure, the holding company of PT Bintaro Serpong Damai that built the footbridge, insists that before the incident the bridge was in good condition and emphasized that its construction had met all construction standards.

Deden Rochmawaty, PT Nusantara Infrastructure general manager for corporate affairs, said the company had observed all requirements, including a minimum height clearance of 4.2 meters, and had conducting periodic inspections twice yearly since the bridge was built in 2007.

"Overall, the bridge was in good condition and had never had any problems. We had also put a minimum height sign on the bridge," Deden said in a statement.

The incident, that took place on Sunday at 10 p.m., claimed no ca sualties but caused severe traffic congestion in the area, which quickly became packed by motorists trying to find alternative routes and being diverted by police.

Drivers heading to BSD from Jakarta or Pondok Indah should take the Pondok Ranji exit, while those heading to Jakarta from BSD should take the Bintaro or Pondok Ranji exits.

The 5-meter-high bridge collapsed blocking both sides of the road after it was hit by a truck carrying a big crane on its way from BSD to Jakarta. On Monday evening, most of the toll road remained closed due to the slow process of removing the wreckage of the bridge.

Two cranes with a total capacity of 50 tons was deployed by PT Bintaro Serpong Damai to move the bridge. But, the bridge was too heavy for them. In the afternoon the developer attempted to do the job with two other cranes with capacities of 160 tons.

The police have taken in the truck's driver, Marsan Simbolon, 34, and his driver's assistant for questioning. Th e police said that there was a high chance the driver would be charged with damaging property or disrupting traffic under Article 274 of the Traffic Law, which carries a maximum sentence of one year's imprisonment.

Jakarta Police spokesperson Sr. Comr. Awi Setiono said there was also a question of possible negligence by the driver, but added that further questioning would have to be carried out before drawing any conclusions.

"We still need to speak with more related parties including companies that were in charge of the pedestrian bridge's construction and the truck's operation," Awi told The Jakarta Post.

Tangerang Police traffic accident head Second Insp. Hadi said the driver, who was not carrying his driver's license with him at the time, denied any responsibility, claiming that he had not had trouble passing under the two previous pedestrian bridges on the toll road.

Hadi added that PT AMS, the truck's operator, would be summoned in the nea r future.

Purwoto, president director of PT Bintaro Serpong Damai, said there was a possibility the crane had moved slightly on the truck as it might not have been locked down tightly enough. "I think the crane moved slightly and some part of it hit the bridge," he said.

"The blame is not on us, but on the company operating the truck, but we will wait for further investigation by the police," he said.

Indonesia stocks lower at close of trade; IDX Composite Index down 0.63%

Investing.com – Indonesia stocks were lower after the close on Monday, as losses in the , and sectors led shares lower.

At the close in Jakarta, the lost 0.63% to hit a new 1-month low.

The best performers of the session on the were Dwi Aneka Jaya Kemasindo Tbk (JK:), which rose 26.58% or 21.00 points to trade at 100.00 at the close. Meanwhile, Bukit Darmo Property Tbk (JK:) added 17.74% or 11 points to end at 73 and Asuransi Ramayana Tbk (JK:) was up 17.65% or 540 points to 3600 in late trade.

The worst performers of the session were Pelangi Indah Canindo Tbk (JK:), which fell 10.00% or 19 points to trade at 171 at the close. Mnc Land Tbk (JK:) declined 9.88% or 120 points to end at 1095 and Magna Finance Tbk (JK:) was down 9.33% or 7.00 points to 68.00.

Falling stocks outnumbered advancing ones on the Jakarta Stock Exchange by 164 to 122 and 90 ended unchanged.

Shares in Mnc Land Tbk (JK:) fell to 52-week lows; losing 9.88% or 120 to 1095. Shares in Asuransi Ramayana Tbk (JK:) rose to all time highs; rising 17.65% or 540 to 3600.

Crude oil for June delivery was up 1.86% or 0.86 to $47.07 a barrel. Elsewhere in commodities trading, Brent oil for delivery in July rose 1.90% or 0.91 to hit $48.74 a barrel, while the June Gold contract rose 0.81% or 10.35 to trade at $1283.05 a troy ounce.

USD/IDR was down 0.17% to 13314.5, while AUD/IDR rose 0.55% to 9734.20.

The US Dollar Index was up 0.02% at 94.62.

Four Kidnapped Indonesian Sailors Discharged by Abu Sayyaf

Indonesian President Joko Widodo announced in Jakarta that "four Indonesians held hostage by an armed group. have been released".

The foreign affairs chief said the Philippines had a trilateral meeting with foreign ministers of Indonesia and Malaysia to strengthen efforts to combat criminal activities.

Indonesian authorities have insisted that the government did not pay a 50 million peso ($1 million) ransom demanded for the release of the 10 men, who had been seized off the Philippines' Tawi-Tawi island province in late March.

Indonesian officials have denied any ransom was paid for the release of the 10.

They were kidnapped at sea in mid-April by suspected Abu Sayyaf militants, the third in a series of attacks on tugboats that sparked a regional maritime security alarm. Then later on that day the MNLF group took the Indonesians to the house of Sulu governor Abusakur Tan Jr in Jolo in Southern Philippines.

Kota Kinabalu: The threat of execution hangs over the four abducted Malaysian sailors after Abu Sayyaf militants in the southern Philippines set an "early" May deadline for talks to begin for their release.

However, intelligence sources on the ground disclosed reports that the hostages were freed at 9 p.m. Tuesday in Barangay Silangkan. "Arrangements are now being finalised for the handover of the Indonesian nationals to the Indonesian authorities", he said in a statement.

Retno also did not confirm whether they were released in exchange for a ransom.

The four sailors - Sarawakians Wong Teck Kang, 31, Wong Hung Sing, 34, Wong Teck Chii, 29, and Johnny Lau Jung Hien, 21 - were abducted by Abu Sayyaf gunmen in the waters off Ligitan Island in Sabah on April 1.

Abu Sayyaf is a radical offshoot of a Muslim separatist insurgency in the south of the mainly Catholic Philippines.

Abu Sayyaf is still holding four Malaysian seamen, as well as Japanese, Dutch, Canadian, Norwegian, and Filipino citizens.
