"Wonderful Indonesia" promoted in France

Jakarta (ANTARA News) - Indonesia's Tourism Ministry has promoted the Wonderful Indonesia brand at the International Palais des Festival Cannes, Paris, France, from March 15 to 18, 2016.

"The Wonderful Indonesia brand also appeared in the investment business arena. The results were relatively good where many visitors expressed their interest," Tourism Minister, Arief Yahya, said here Saturday.

Cannes is known not only as a biggest world film festival venue but also as a place for investment promotion for property and tourism through The World's Property Market (MIPIM) from March 15 to 18, 2016, at the Palais des Festival Cannes.

MIPIM 2016 was attended by 21,400 individual participants, 3,600 CEOs and chairmen, 2,450 exhibition firms, 4,800 investors, 380 journalists and 370 political leaders.

The festival united various influential stakeholders in all international property sectors such as hotels, housings, retailers, and health, in addition to sports, logistic s, and industries.

The Wonderful Indonesia branding organized by the Tourism Ministry in cooperation with foreign consultant Ogilvy, lifted the Indonesian branding by 10 percent, tourism 11 percent and investment to Indonesia by two percent, Minister Arief said.

"The higher the branding the higher the interest it gains," Yahya noted.

Last week, the Indonesian Tourism Ministry also promoted the Wonderful Indonesia brand on the sidelines of the Fifth Extraordinary Summit of the Organization of Islamic Cooperation (OIC) held at the Jakarta Convention Center on March 6 and 7.

The ministry extended support for conducting the summit, the ministry's spokesman Billy Iqbal Alamsyah said.

"We provided support in several forms, including by providing souvenirs, etc," he said.

The summit was also a strategic forum to promote the Wonderful Indonesia brand, as a total of 605 delegates from 57 countries and two international organizations were present in the m eeting, he said.

While the OIC leaders held a closed-door meeting, the ministry screened a video on Indonesias top tourist destinations at the media center set up to facilitate some 500 national and foreign journalists.

Heritage and Wonderful Indonesia stands presenting the Indonesian Beauty Pageant were set up in front of the media center.

Widayanti Bandia, head of the Tourism Business Partnership Department of the Tourism Ministry, said that the ministry, in cooperation with Mustika Ratu, offered free spa treatment to delegates. "The spa that we offer here is halal and in accordance with Syariah (Islamic laws)," she said.

Strength of crisis law questioned

The House of Representatives (DPR) finally passed into law on Thursday the long-awaited financial crisis bill, despite several experts criticizing the fact that it strictly shuts the door for any bailout scheme during a crisis.

The new law — officially, the Financial System Crisis Prevention and Mitigation (PPKSK) Law — is designed to give policymakers legal basis for their actions in times of financial crisis.

The law is crucial, especially as the International Monetary Fund (IMF) and other organizations have predicted continued uncertainty in the global economy.

In its latest report, the IMF called the financial crisis bill a top priority for strengthening the institutional framework supporting financial sector stability.

Finance Minister Bambang Brodjonegoro is satisfied that after eight years the country finally has a financial crisis law.

"This is the optimal result for the government and lawmakers, taking into consideration all aspects, te chnical and political," Bambang said, referring to the key areas of debate during the bill's deliberation.

But the law leaves little room for the president to take action during any future financial crises.

The government proposed financial intervention in the event of a crisis, but the House opposed this idea, saying the use of state funds resembled the Bank Century bailout in 2009 that turned out to be scandalous.

In the past, it was only a government regulation in lieu of law (Perppu) that contained measures on crisis prevention and management.

The Perppu was issued in October 2008, at a time when the global economy was suffering from a financial crisis and it became the foundation for the controversial Bank Century bailout. The Perppu was revoked last year, paving the way for fresh deliberations of the crisis bill.

According to the new law, only the president has the authority to declare that the country is in financial crisis. The president can issue the Perppu to handle the crisis of his or her own accord if he or she deems the recommended actions from the Financial System Stability Committee (KSSK) are insufficient.

The issuance of the Perppu will have to be coordinated with the House of Representatives, even though the president is required to take a decision within 24 hours. The Perppu may also be called into question as it has less legal authority than a law.

The financial crisis law contains measures and procedures that must be followed by the KSSK, which consists of the Finance Ministry, Bank Indonesia (BI), the Financial Services Authority (OJK) and the Deposit Insurance Corporation (LPS).

Unlike the Perppu that allowed the use of state funds to save a failing bank, the new law shuts all doors to such a measure and instead puts the highest emphasis on a bail-in scheme.

The scheme demands that owners of a domestic systematically important bank (DSIB) — or a "too-big-to-fail bank" — b e responsible for its finances, prepare a detailed action plan and inject capital whenever necessary.

Bambang even said the government would pursue banks' owners "till the last drop of blood", demanding they take responsibility should their bank run into trouble.

If the scheme fails, the LPS will be the institution tasked with stepping in, relying on its own limited financial resources to cover customers' deposits and finance the lender takeover.

Consequently, this scheme also puts much greater pressure on the OJK to do its best to supervise banks.

OJK commissioner for banking supervision Nelson Tampubolon said his office would soon issue additional regulations to follow up on the new law and also come up with a list of important banks before June.

"We have issued a regulation that describes the criteria for identifying a [DSIB]," he said.

The criteria involve size, inter-connectedness with the financial system and business complexity.

The country's four biggest banks, with core capital exceeding Rp 30 trillion (US$2.28 billion) each, will certainly make the list. They are state lenders Bank Mandiri, Bank Rakyat Indonesia (BRI), Bank Negara Indonesia (BNI) and private lender Bank Central Asia (BCA).

Foreign branches, whose parent companies have been declared global systematically important banks, will be included on the list as well.

Meanwhile, several experts have aired criticism of the crisis law, arguing that the lack of government assistance in times of crisis may be detrimental and may trigger negative sentiment toward the banking industry.

BCA chief economist David Sumual said the bail-in scheme would still involve state funds because state banks and regional development banks controlled sizeable amounts of depositors' funds.

"These banks will need capital injection from their owners when facing solvency issues. Given the fact that they are largely controlled by the gover nment, the capital injection will come from the state's coffers."

Highlights of the Financial Crisis Law

* Article 6: The KSSK is authorized to make recommendations to the President regarding changing [the country's] financial status from normal to crisis or from crisis to normal.

* Article 11: The KSSK's decision-making mechanism is deliberation with consensus. If no consensus is achieved, a decision can be made through a vote [the LPS does not have voting rights].

* Article 15: The KSSK will report on financial system stability every three months.

* Article 17: The OJK will coordinate with BI to update the list of DSIBs once every six months.

* Article 18: Each DSIB is obliged to meet requirements regarding capital and liquidity and submit an action plan to the OJK.

* Article 22: The LPS will mitigate solvency issues at a DSIB by partially or wholly transferring its assets and liabilities to a recipient bank or to a bridge bank or by taking over the DSIB in accordance with the LPS Law.

* Article 28: The difference between proceeds from the sale of a bridge bank and costs borne by the LPS is not considered a state loss.

* Article 32: The President must make a decision within 24 hours after receiving a recommendation from the KSSK to change the financial status to crisis.

* Article 34: When deciding if the country is in a crisis, the President can partially or wholly accept recommendations from the KSSK.________________________________

This week in Jakarta: Uber, Batman and radicals

As many as 2000 drivers of taxis, buses and motorised rickshaws went on strike in Jakarta this week over what they called unfair competition from ride-hailing apps. Mobile applications like the San Fransisco-based Uber, as well as Singapore's Grab and the homegrown Go-Jek, have transformed Jakarta's transportation sector over the past year, finding an eager audience among the city's gridlocked commuters.

It's a familiar tale from other parts of the world, including Australia, in that Jakarta's taxi drivers are demanding that app-based drivers be brought to a level playing field. But in Jakarta, the playing field is more like an undefined arena of informal transport providers, formal cooperatives, public transport services and more than a dozen taxi companies of varied repute.

As construction work continues on a mass rapid transit (MRT) system optimistically due to open mid next year, worsening traffic conditions have driven commuters to embrace a growing selection of app-based services, including those offering door-to-door transport, shopping, food delivery and even beauty treatments. Innovations like these have been welcomed by the city government, keen to keep business growing and a daytime population of more than 20 million people on the move. A short-lived ban in December by the Transportation Ministry on ride-hailing apps lasted for less than 24 hours, as public outrage prompted President Jokowi to reverse the ban in support of Indonesia's growing mobile app industry.

In the wake of this week's protests, the central government was quick to offer a longer-lasting solution: ride-hailing apps would be encouraged to form cooperatives from which to operate legally in line with regulations under the Transportation Ministry. The Communication Ministry also offered to assist app-based transport services providers in securing appropriate permits for their businesses. By Wednesday, GrabCar had already formed the Indonesian Car Rental Cooperative (PPRI) and had it recognised by the government. In response, public transport drivers have threatened a repeat of protests this coming Monday.

In local politics, Governor Ahok is still riding high on last week's announcement of his plan to run as an independent in next year's election.

His volunteer campaigners at Teman Ahok have reported a renewed outpouring of public support in the past week, bringing the number of registered pledges of support from voters to nearly 100,000. Aside from these 'Friends of Ahok', the governor has also found a new source of support from a group calling itself 'Batman', forcing the acronym from a title based around the governor's full name: Basuki Tjahaja Purnama Mania. The name has been embraced by local news editors who now get to pen headlines like 'Why Batman Supports Ahok'. In its public statements, the group has compared Jakarta to Gotham City, saying it needs a 'Batman without a mask' like Ahok to eradicate crime in the capital.

But not everyone is elated by the governor's news. Suspiciously soon after Ahok announced his independent run,  factions in parliament moved to raise the quota of public support needed to approve independent candidates in regional elections. Currently, independent candidates must secure pledges of support from 6.5-10% of the voter list to run in an election. One commission in the House of Representatives this week suggested the possibility of raising the quota to as much as 15-20%, in line with the requirement for political parties. However, the suggestion was swiftly rejected. The burgeoning support for Ahok as an independent has revealed declining confidence in the major parties, and has sparked warnings regarding the consequences of deparpolisasi, or party decline. 

Meanwhile, as Australia's travel advisory for Indonesia continues to warn of advanced plans for terrorist attacks, Indonesian authorities claim to have the country's most-wanted terrorist surrounded in the jungles of Central Sulawesi. Santoso, leader of the pro-ISIS East Indonesia Mujahideen (MIT), is said to have been located within a five-square-kilometre area with a group of supporters. Three women claiming links to the group have announced their intention to surrender, one of them rumoured to be Santoso's wife.

The National Counterterrorism Agency this week has warned that stronger deradicalisation efforts are needed to effectively eradicate terrorism in Indonesia. One of the perpetrators involved in the recent attack in Jakarta was found to be a former terrorist convict, indicating a failure to deradicalise known terrorists.

China Indonesia Sign Agreement for High-speed Railway Cooperation

The Transportation Ministry of Indonesia and the Jakarta-Bandung high-speed railway joint venture have signed a franchise agreement.

Yang Zhongmin, deputy chief engineer of China Railway Corporation, says the agreement will pave the way for legal groundwork of the construction of the project.

"The signing of the franchise agreement provides legal basis for the full-scale construction for the high-speed railway. We will work with Indonesia to co-organize the full-scale construction of the project which will be started late this month."

Designed to travel at a maximum of 300 km per hour, the 150-km high-speed railway will shorten travel time from Jakarta to Bandung from three hours to less-than 40 minutes.

The project will also help China accelerate construction plans of a railway network across Southeast Asia and boost connectivity between countries along the Belt and Road.
